Mumbai Saying “personal ethics” was the only possible solution to end corruption in governance, municipal commissioner Sitaram Kunte said a two-month course on ethics would be given to all middle to senior level employees in the Brihanmumbai Municipal Corporation (BMC) in August and September. Speaking at the Loksatta Loudspeaker event held on Thursday, Kunte said that to “fight the temptations of office”, it is important to have strong personal ethics.
“During my postgraduate studies in the US, I realised the importance attached to personal ethics amongst government employees there. Though it is a part of study modules within the UPSC exams, most state-level exams do not have such modules. This workshop will be conducted by counselors for our employees,” he said.
Kunte, who took charge as civic chief on May 1, listed out various points under his “vision document” for the city. Making inclusive development an important aspect of the ongoing revision of development plan (2014-2034) was on top of his plan. “Making Mumbai a slum-free city in the future requires for us to think of inclusive policies such as low-cost housing, slum rehabilitation and so on,” he said.
Asked about the problem of deep-rooted corruption in the procurement system in the civic body, Kunte said on the lines of the Centre’s public procurement law, the BMC would formulate a procurements policy to end malpractices such as “cartelisation” of contractors, obscene variations and bid-rigging.
The other priorities listed by Kunte were expediting work on the coastal road, clearing traffic bottlenecks, completing the much delayed Brihanmumbai Stormwater Drainage project, expediting work on the Daman Ganga-Pinjal river linkage project, improving complaints redressal system at the ward level, increasing capacity and quality of peripheral hospitals and developing the much needed open spaces in the city.
He added that all big metropolises in the world have reached the brink of breakdown before achieving the status of a world-class city and the same would happen in the case of Mumbai.
